Professional Summary
Jason Vivian, Engineer with VRPA Technologies, Inc., has over seventeen years of experience in project management and design. Over the past 10 years, Mr. Vivian has primarily served as Tulare County’s bridge program manager, overseeing the maintenance and development of the County’s bridge inventory (360+ bridges). Mr. Vivian has extensive experience in the preparation of plans, special provisions, and estimates (PS&E) for bridge and roadway projects. He has a comprehensive understanding of public works project development, including storm response, funding, environmental clearance (NEPA & CEQA), utility relocation/resolution, property impacts and acquisition, permitting, design, and construction management and oversight. As an Engineer IV with Tulare County, Mr. Vivian has been active in several professional organizations, including the American Society of Engineers (ASCE), the American Public Works Associate (APWA), and most recently, he served on the Highway Bridge Program (HBP) Committee as a representative for the California State Association of Counties (CSAC).
