Ms. Vivian has over 47 years of experience in transportation planning and financing, congestion management, traffic engineering, transportation demand management and transportation systems management (TDM/TSM) activities, intelligent transportation systems (ITS) planning, sustainable communities planning, environmental planning, air quality, climate change, noise analysis and extensive public outreach. Ms. Vivian’s experience also includes the preparation of regional and local transportation plans including Corridor Studies, Congestion Management Programs, County Blueprint Programs, local and regional land use and Multimodal Transportation and Smart Growth studies, and associated outreach programs.
